The National Literacy Agency, through LISU, donates book cases/shelves and books to local councils to mantain open libraries. These libraries aim to offer an opportunity to read a book while enjoying the outdoors while reading books can be exchanged through these small libraries.

The following localities have libraries in public gardens and/or open spaces, which are supported by the Agency: Birkirkara, Birżebbuġa, Cospicua, Gudja, Ħad-Dingli, Ħal Farruġ, Ħal Kirkop, Ħal Lija, Ħal Luqa, Ħal Safi, Ħal Għargħur, Ħal Għaxaq, Ħaż-Żabbar, Mellieħa, Mosta, Mqabba, Tal-Pietà, Qrendi, Rabat (Gozo), San Lawrenz, Siġġiewi, Vittoriosa, Żurrieq
